1 - Ensures that all construction activities carried out by the Colas are conducted in strictaccordance with US Army QHSE Standards and with the requirementsspecifications of the Project. 2. Develops and ensure the implementation of the QHSE Management System in compliance withISO 14000 series. 3. Formulates QHSE Plans and Procedures for all types of the operations as for the Client's;Requirements and Local HSE Legislation. 4. Ensures the implementation and compliance with the QHSE plans and procedures. 5. Defines QHSE strategies for the entire project and review the design studied from a QHSE point ofView 6. Acts as QHSE focal point for the work and to develop an emergency response plan in the event ofany HSE incident. 7. Establishes an HSE monitoring and audit program applicable to all phases of the operations. 8. Identifies and report all non-compliance's and follow up actions. 9. Promotes HSE awareness amongst the workforce and to hold regular site meetings withsupervisors, workers, sub contractors etc on HSE matters relevant to the project. 10. Conducts pre construction survey, identify HSE sensitive areas and design mitigationmeasures. 11. Ensures protection of the Sensitive areas. 12. Prepares spill contingency plan and monitor implementation. 13. Develops WasteChemicalWater Management Plan, obtain relevant permits from authoritiesand monitor implementation. 14. Ensures compliance with noise regulations requirements. 15. Supervises the Quality Control functionsactivities of the project or its parts, including QualityControl inspection schedules and the collection of Quality Records. Ensures the availability ofquality record documents. 16. Establish and assesses the implementation of the Quality Plan on site. 17. Allocates Quality Control personnel to the various areas of site activity. 18. Supervises inspections, reports and the documentation issued by inspectors and collect and filethe required Quality Records. 19. Evaluates the qualifications of skilled laborers and quality inspection technicians with regard tothe activities assigned. 20. Ensures the correct application of Quality Control phase. 21. Be sure that all sites activities are carried out according to reference documentation. 22. Cooperates in Event Report Management and for all the implementation of relative correctiveactions. Systematically records the nonconformity or event reports issued and identifies appropriatecorrective actions. 23. Manages collaboration of measurement instruments and related certifications. 24. Checks the completeness and conformity to specified applicable requirements, standardsandor directives. 25. Ensures that the tests, controls and inspections are carried out and that personnel have accessto all required project documentation. 26. Ensures, whenever necessary, the update of site quality control plans control procedures. Ensure the correctapplication of the Project Quality Plan in site activities, the supervisioncoordination of the qualitycontrol activities and the implementation of the Quality Control Plans.
