Responsibilities:
The Project Engineer is responsible for executing a portfolio of projects from post Decision Gate (DG3)/Final Investment Decision (FID) or equivalent until hand-over to operations including the Detailed Design, procurement, fabrication and construction, commissioning and hand-over. In some instances, the Project Engineer may be involved in a project in advance of DG3 to prepare the Project Execution Strategy.
Whilst BAPETCO has an in-house Technical Authority structure and design capability, Front End Engineering and Detail Design are general performed by external contractors.
Fabrication and construction activities are undertaken by external contractors typically contracted on a call off basis. BAPETCO Construction Managers in the field manage the process for obtaining quotes from the construction contractors and supervising the construction work.
Commissioning is a combined effort from Projects, Operations and the Engineering contractors.
Given this existing structure for performing engineering, construction and commissioning, the Project Engineer shall be accountable for the following for the assigned portfolio of projects:
- Formally defining the requirements for successful project execution by preparing fit-for-purpose Project Execution Plans;
- Securing budget through preparation of contributions to the twice yearly Business Plan activities, Board Resolutions and Authorisation for Expenditure (AFEs);
- Engaging customers and stakeholders, primarily internal to BAPETCO and potentially, partners in the various assets to build consensus for the goals of the projects and the proposed execution plan;
- Coordinating and issuing scopes of work for engineering, Approved for Construction (AFC) packages, procurement documentation and commissioning and handover procedures. This will involve effective scheduling of resources such as Technical Authorities and engagement with key customer representatives e.g. petroleum engineering and operations & maintenance engineers;
- Assurance that the projects shall be executed in accordance with the BAPETCO HSE Plan, DEM 1 and DEM 2, Asset Integrity Process Safety Management, Operations Readiness & Assurance (Flawless Start-up) and other documented practices that not only assure the Technical Integrity of the assets, but also enable a ‘Right First Time’ approach to project delivery;
- Continuous update of key controls systems such as SAP, Material Status Reporting and Project Risk Management to enable effective routine reporting of progress that focusses on deviation from plan and recovery or opportunity optimisation and
- Support the mechanical discipline Technical Authorities with a view to progressing to the Mechanical Engineering Technical Authority Level 2.
